Job DescriptionJob Summary - Essential Functions:The Operations
Manager provides direct support for the Director of Operations,
manages scheduled and special transportation services, and acts on
behalf of the Director of Operations in his absence.
Responsibilities require flexibility in working outside of normal
business hours. The essential functions include the
following:Responsible for scheduled and special transportation
services. Coordinate with Paratransit and Customer Service
Department to provide paratransit transportation services as
scheduled by that Department and resolve customer concerns.Manage
Operations Supervisors for optimal effectiveness.Oversight and
liaison responsibility for MSU service and related operational
issues. Keep Operations personnel and others advised on concerns
with service vehicles, routes or personnel.Evaluate, counsel, and
discipline Operations Department employees as needed.Monitor
complaints and customer concerns, including supervisor response
times.Effectively utilize computerized dispatch and workforce
management tools.Ensure that transportation services meet the
highest performance, quality, and customer satisfaction
standards.Effectively represent the Authority with the public,
municipalities, and agencies.Maintain safety standards.Maintain
consistent and effective Management-Union working
relationships.Maintain Operations employee compliance with the
State of Michigan driver license regulations and federal
regulations.Serve as Project Manager on programs as
directed.Maintain positive and successful community
relations.Provide timely, reliable, and effective reports and
communications, written and oral.Know and apply the Labor
Agreement, Work Rules, policies, and procedures.Assume effective
management of the Operations Department.Assist the Director of
Operations as requested.Provide backup and relief for other
managers and supervisors.Participate as an effective member of the
CATA administrative and management team and perform all duties
described.Reports To:Director of Operations.Supervises:Motor Coach
Operators (Fixed-Route, Paratransit, etc.), Operations Supervisors,
and Operations Department Administration Staff.Duties:Perform
periodic instructional check rides with drivers to counsel on
improved driving.Assist with the hiring, training, and evaluation
of new employees.Ensure visible and effective supervisor coverage
of MSU service.Prepare materials needed for MSU evaluation
meetings.Assist Operators with on-street and job related vestigate
and report situations that adversely affect normal operations and
recommend resolutions.Make presentations to outside groups to
educate and encourage the use of all CATA services.Work proactively
and maintain positive relationships with administrative and union
personnel.Provide required data, materials, and reports, both oral
and written.Follow high standards and practices at all times,
including adherence to CATA''s commitment to equal employment
opportunity.Work flexible schedules as needed outside of regular
business hours and in excess of 40 hours per week to meet
responsibilities. Maintain service and quality standards.Follow and
promote safe work practices and all CATA safety rules, policies,
and procedures.Consistently provide prompt, courteous, and
appropriate service to the public.Know and perform all job duties
within essential functions and as directed by CATA management,
policies, procedures, and contractual agreements.Perform other
duties as required by the Director of Operations.Monitor and run
reports, pivot tables, charts of absences and comparisons to years
past.Responsible for operator and supervisor absence
quota.Responsible for operation supervisor payroll within ADP and
for approving pay corrections with operators.Oversight and
responsible for all operator vacation bidding.Responsible for
enforcement and revisions of the CATA Work Rules.Member of the CATA
Management Contract Negotiating Team.Oversight and responsible for
all contractual and non-contractual work bids.Monitor, run reports,
charts on overtime costs and comparisons to years past by overall
numbers and by individual employees.Provide evaluations to all
Operation Supervisors to include a yearly evaluation.Member of the
roster building team.Safety Management contact for employees to
bring safety concerns to for review.Responsible for all work
assignment to include daily and all revisions to the work
assignment procedures.Participating member of CATA''s arbitration
team which include testifying and research.Responsible for
approvals for all supervisors vacations, and pre diems in ADP.Chair
member of the ARC (Accident Review Committee) for determinations on
all CATA involved accidents.Liaison for ASU regarding all CATA
accidents to include accident file and other information
delivery.Responsible for review and determination of medical note
approvals.Member of the Bus Stop Committee.Responsible for
reviewing and verifying all accident files are complete and prepare
them for review of the ARC.Liaison for Union Committee and members
on all issues to include work assignment, labor and all daily
functions.Ensure all snow routes are followed in an appropriate
manner and timely.Responsible for approvals of employee requested
excused absences.Coordinate with local law enforcement agencies to
provide equipment for their annual training.Coordinate with
community leaders on special events that take place in the various
communities we service.CATA COVID Task Force Member responsible for
work force organization, PPE use and special requests from first
responders and other community agencies.Responsible for approval of
run trades requested by employees.Ensure training is conducted with
all supervisors to include on-sight, manuals, virtual and on-street
training.Responsible for investigations and research on all labor
related issues and concerns to include grievances and
arbitrations.Ensure effective communication is maintained on
updates and changes to work procedures and duties via,
face-to-face, memos, AVL text messages, sign-in
notifications.Coordinate with CATA departments and community
leaders on special events to include transportation orders for
operators with detail instructions.Responsible for research and
investigations with CATA video surveillance equipment for both the
Tranter and CTC locations.Track and monitor all Operation
Supervisors per diems.Review all supervisors daily reports for
issues or concerns..Responsible for research utilizing CATA radio
and phone recording software.Maintain a detailed list of all
employee discipline.Provide information and feedback on AOT (All
Operator Training).Work with supervisor on all Title VI
complaints.Track, detail and monitor all grievances filed through
their completion.Qualifications:College degree or equivalent
experience and education.Must possess a valid Commercial Driver''s
license with BP endorsements with eligible driving status (not
restricted) from the State of Michigan.Minimum of five (5) years
experience in management, with experience in front line supervision
in the public transit industry and a union environment
preferred.Advanced computer skills, including Microsoft Office
Suite and other current computer applications used at
CATA.Experience with transit software programs preferred.Able to
communicate effectively, handle details, meet deadlines, and work
both independently and under general direction.Very neat and
professional appearance.Able to perform essential functions and
duties and to perform other tasks as assigned.Cooperative, willing
to work with and learn from others, and able to respond
productively to change.Punctual and reliable attendance as
necessary to meet ongoing service requirements for public
transportation.
