Management Consultants to join our Public Health Informatics and
Technology (PHIT) business providing technical assistance services
to the Centers for Disease Control and Prevention (CDC). Our
services support the CDC Office of the Chief Information Officer
(OCIO) and broader CDC Centers, Institutes, and Offices (C/I/Os) in
meeting the objectives of the agency's Data Modernization
Initiative (DMI).We are interested in individuals who can
demonstrate a genuine interest in Enterprise Architecture. In this
role, you will serve as a Management Consultant Subject Matter
Expert (SME) for developing or creating innovative notional
enterprise architectures that apply to significant public health
ecosystems. You will be expected to socialize these notional
architectures across client and ICF levels and coach development
teams, contractors, and others on how to apply them. You will need
strong skills in project management, business development,
analytical thinking, and excellent report writing.This role is a
high visibility technology position requiring an extensive
background and operational experience with architectural
engagements, major products and frameworks, industry standards and
implementations with leading COTS products, software-defined
networking and storage, and micro-segmentation applied in product
and service delivery. Expectations typically include architectural
artifact and transitional roadmap development, system design,
software prototyping, and team mentoring in a dynamic client and
business partner-facing atmosphere.About the role:+ Attend client
and team virtual meetings and, when required, on-site in-person
meetings.+ Manages and contributes to projects such as Independent
Verification and Validation (IV&V), Technology Assessment,
Alternatives Analysis, Enterprise Notional Architectures, and other
services as directed by the client.+ Works on multiple projects
simultaneously, interacting with all levels of ICF staff and CDC
OCIO and C/I/O stakeholders.+ Engages the client organization,
manages key stakeholders, and fosters key relationships to develop
a deep and thorough understanding of the enterprise.+ Coordinates
and collaborates in developing technical requirements with
executive leadership, business stakeholders, various technical
teams, contractors, etc.+ Reviews incoming initiatives and design
solutions for large and medium-scale software development projects.
This includes selecting and reviewing technology
frameworks/architecture to be used on projects.+ Possesses a bias
for action when breaking down complex problems and tackling new
technologies.+ Produces a vision, strategy, and roadmap to lead
modernization efforts by applying a proven track record of
technology assessments, developing target technology and IT
landscape specifications, and defining technical asset
configurations.+ Participates in and leads formal technology
evaluations, technology proofs of concept, automated security
frameworks, client demonstrations, comparative research and
assessments, and various solutions and educational presentations to
assert vetting and client buy-in.+ Serves as the technical strategy
champion, resolving and mitigating program issues and prescribing
adoption of proposed solutions for leadership, staff, and
contractors.+ Authors required documentation, briefings, SLAs, and
technical standards for the architectural runway.+ Provides thought
leadership, guidance, and coordination with architects, engineers,
technical leadership, and program teams. Engage and grow the team
through new and complex solutions.+ Potentially manages enterprise
and solution architectural teams, assigning work packages, ensuring
quality work, and providing guidance and improvement
opportunities.+ Develop and support the implementation of digital
technology solutions with appropriate software design methodology
in a dynamic and fast-paced team environment.+ Support the project
team on methodological aspects, ensuring high-quality research and
data collection activities.+ Manage day-to-day client relationships
and identify opportunities and escalate issues to the project
director+ Provide consultation regarding OCIO data center migration
action plans, efficacy, and timeliness, which include assessing the
current internal and external data center and cloud environments.+
Support strategy execution, where the high-level plan is translated
into operation plans and action items.+ Evaluate the ongoing
refinement of performance, communications, data reporting, and
other strategic management issues.+ Author or contribute to
technical or white papers, enterprise reports, and
presentations.Basic Qualifications:+ Bachelor's Degree in Computer
Science, Information Systems, Engineering, related field, or
equivalent experience.+ 10+ years of progressive technology
leadership roles and participation in major COTS/cloud/custom
integration projects.+ 5+ years of experience in data center
infrastructure and cloud IaaS environments.+ 4+ years of experience
in enterprise-scope architectural engagements, technical leadership
at the program level, and a successful track record of
delivery.Desired Qualifications:+ Desired Certifications: PMP, CSM,
ServiceNow, AWS/Azure Professional, TOGAF or AWS Certification.+
Solid knowledge base in one or more cloud service providers (AWS,
Azure, GCP) advance concepts such as Serverless, Infrastructure as
Code, containers, CI/CD pipelines, and Git repositories (such as
Gitlab).+ Experience with tools such as Appian (Low code/no code),
Drupal (portal), Databricks (ETL, etc.), PowerBi, and Dynamics.+
Experience with ServiceNow solutions (service portal UIs, scripted
REST APIs, etc.).+ Experience using and integrating PaaS and SaaS
technologies such as ServiceNow, Mulesoft, Tableau, Oracle Identity
Management, and Salesforce.+ Working knowledge of one or more
enterprise architecture modeling tools (Sparx EA, Mega, Visual
Paradigm, etc.).+ Experience with major cloud, service-oriented,
platform-based application technologies with design and system
development accomplishments.+ Experience delivering architecture
using industry methodologies such as , FEAF, etc.+ Experience with
Big Data, Analytics, and Data Governance.+ Experience with Service
Oriented Architectures and microservices.+ Experience with
container strategies.+ Experience with Agile methodologies and
DevSecOps.+ Experience with IAM, Zero Trust, and end-to-end data
security.+ Experience with workflow automation and orchestration.+
Experience with Data Catalog implementations.+ Experience with Data
Mesh and Service Mesh implementations.+ Experience with
High-Performance Computing.+ Experience with database design for
both structured and unstructured data.+ Experience with
cloud-agnostic application modernizations.Professional Experience:+
Strong qualitative and quantitative evaluation and analytical
skills (experience in impact assessments preferable).+ Business
development experience, including leading or contributing to
technical proposals.+ Excellent oral and written communications in
English, including editing and proofreading skills, thought
leadership, and formal presentation skills.+ Project management
experience, including management of project teams.+ Strong
qualitative and quantitative evaluation and analytical skills
(experience in impact assessments preferable)+ Highly developed
interpersonal skills and self-motivation coupled with a high level

. Pay Range - There are multiple factors that are considered in
determining final pay for a position, including, but not limited
to, relevant work experience, skills, certifications and
competencies that align to the specified role, geographic location,
education and certifications as well as contract provisions
regarding labor categories that are specific to the position. The
pay range for this position is $107,354.00 - $182,501.00Nationwide
