External Pre-Hire Assessment Required: Professional Pre-Hire Assessment Testing Required: Not Applicable Job Summary Manages projects related to various emergency preparedness and response activities resulting from emergency preparedness (EP) drills and Nuclear Regulatory Commission (NRC)/Federal Emergency Management Agency (FEMA) annual exercises. Interfaces with DTE, state of Michigan, Canada and other local emergency agencies regarding drills/exercises. Subject matter expert responsible for oversight of all EP equipment and facilities. Key Accountabilities Interfaces with external stakeholders (e.g. hospitals, state, college, etc) to ensure EP facilities, equipment and related inventory complies with regulatory or EP program requirements. Ensures the nuclear emergency response facilities (ERF) are inspected and maintained to ensure compliance with regulatory and EP program requirements. Ensures all internal and external stakeholders maintain appropriate qualifications and readiness, providing training as appropriate. Performs periodic inventory and inspections of emergency response kits and replaces equipment as needed. Coordinates vendors to install, repair, and maintain specialized equipment in emergency response facilities. Mentors and coaches ERO members concerning their drill and exercise performance. Updates the Emergency Plan s (E Plan) supporting documents, forms and EP implementing procedures that do not require License Change Request (LCR). Assists in the development and execution of emergency drills and exercise scenarios, including coordination with representatives from offsite response organizations. Assists with plant drill/exercise/training program coordination with offsite agencies including the NRC, FEMA, state and local emergency management organizations. Conducts and evaluates EP training, assessments/audits/inspections, drills and exercises with personnel assigned to the Emergency Response Organization (ERO). Minimum Education & Experience Requirements Associates degree and four years of experience in nuclear power, emergency preparedness/response, or navy nuclear; Or High School diploma or GED equivalent and six years of experience in nuclear power, emergency preparedness/response, academia or navy nuclear. Other Qualifications Preferred: Bachelor s degree Currently holds or has previously held an SRO license or SRO Certification Two years of experience with NRC requirements; 10CFR50.59 or 10CFR50.54q Other Requirements: Must have a valid driver's license. Knowledge of EP rules/regulations, laws, and industry practice and guidance. Must be able to maintain a position on the Fermi Emergency Response Organization (ERO) in support of the Radiological Emergency Response Plan (RERP). Must be able to pass all phases of In-Processing including a background investigation, psychological screening, appropriate radiation worker/respiratory training and be medically certifiable drug and alcohol screen. Ability to read, comprehend, and write complex regulatory documentation Ability to work with diverse set of internal and external stakeholders to resolve significant issues Ability to successfully achieve goals through indirect influence Ability to organize and manage multiple, significant initiatives in parallel Strong knowledge of plant operations Team /project facilitation skills Strong written and verbal communications skills to effectively work with customers Additional Information Incumbents may engage in all or some combination of the activities and accountabilities, and utilize a variety of the competencies cited in this description depending upon the organization and role to which they are assigned.
