Job Description:

Judicial Information Services (JIS) is looking for qualified candidates to fill a Business Analyst (Implementation) position. There are three levels to the position, based on candidate qualifications. JIS implementation Services provides configuration, analysis, validation, project planning, and training to clients to ensure successful implementation within Court Case Management, Electronic Filing, and other technology offerings. The Business Analyst (Implementation) is responsible for assisting external customers in the implementation of technical systems, software, hardware, or solutions and identifies/analyzes customer business requirements, assesses the effective use of technology, and makes recommendations regarding process solutions - including the use of technology. Essential duties and responsibilities include, but are not limited to the following:

* Serve as the primary point of contact for customers and lead project/implementation engagements.
* Responsible for the implementation and support of applications and integration components to address business requirements: Evaluate customer needs and develop configurations/strategies that support their business processes.
* Act as a liaison between end-users and information technology staff in the analysis, design, configuration, testing, and maintenance of systems to ensure optimal operational performance.
* Maintain a variety of quality assurance and quality control activities: Perform analysis, setup, testing, and validation for multiple projects while ensuring a high level of service. Test and troubleshoot final system setups.
* Maintain key project documents, dashboards, status reports, issue and resolution logs, and change control documents.
* Provide training and end-user support during and after the implementation process.
* Provide subject matter expertise from a line or business perspective: Provide second-level support for software systems (based on expertise) as part of the general service desk escalation process.

EDUCATION

* BA-1 - Associate's in business, management, information technology, or a related field or college coursework, plus at least three years of experience in business process analysis, application testing, application implementations and training, project coordination/management, change management, and/or large group facilitation.
* BA-2 - Bachelor's degree in business, management, information technology, or a related field or college coursework, plus at least five years of experience in business process analysis, application testing, application implementations and training, project coordination/management, change management, and/or large group facilitation.
* BA-3 - Master's degree in business, management, information technology, or a related field or college coursework and at least eight years of experience in business process analysis, application testing, application implementations and training, project coordination/management, change management, and/or large group facilitation.

EXPERIENCE

* BA-1 - One year of experience working in a juvenile or probate court, particularly with the JIS TCS case management application, or one year of experience in business process analysis, application implementations and training, project coordination/management, large group facilitation, and business-related experience. Position Available Business Analyst(s) Levels 1-3 (Implementation) Judicial Information Services, State Court Administrative Office
* BA-2 - Three years of experience working in a juvenile or probate court, particularly with the JIS TCS case management application, or three years of experience in business process analysis, application implementations and training, project coordination/management, large group facilitation, and business-related experience.
* BA-3 - Five years of experience working in a juvenile or probate court, particularly with the JIS TCS case management application, or five years of experience in business process analysis, application implementations and training, project coordination/management, large group facilitation, and business-related experience.

Preferred experience for all three levels: o Project management or coordination, self-managing multiple priorities.

* Technical experience working in software implementation and training.
* Testing application configuration and/or features as part of implementing a solution for customer(s).

KNOWLEDGE

* Project coordination/management methodology, standards, and best practices.
* Procedures and methods for testing business functions within computer systems.
* Principles and practices of producing effective project documentation.
* Proficient with Microsoft Office Tools (Word, Excel, Outlook, PowerPoint).

Preferred knowledge:

* Standard features in common desktop operating systems, web browsers, and web-based applications.
* Court environments, staff roles, and processes.

ABILITY

* Communicate effectively, both verbally and in writing.
* Provide excellent customer service, and participate in problem solving and conflict resolution.
* Facilitate working meetings, elicit, and solicit information, and absorb the information being communicated; facilitate a shared understanding of the problem, possible solutions, and scope of the project in its entirety; facilitate solutions to technical challenges among multiple teams when they involve negotiation between multiple business and technical stakeholders.
* Evaluate multiple options before facilitating the solution to a problem.
* Apply critical thinking skills to determine the appropriateness of requests, with periodic reviews of business procedures to clarify or change a business process. Use the knowledge gained in the daily operational procedures as input to business process and procedure documentation.
* Prioritize across multiple tasks in a fast-paced environment.
* Work independently and manage time effectively to meet deadlines.

PHYSICAL REQUIREMENTS

* Working conditions are normal for an office environment.
* May require occasional weekend and/or evening work.
* May require travel by car to Court locations within the state.

WORK LOCATION: Hall of Justice, Lansing, Michigan, with the possibility of working remotely.
