Job Description Job Description GENERAL POSITION DESCRIPTION:
The Foster Care Case Worker shall provide services to all children
referred by the Michigan Department of Health and Human Services
(MDHHS) to Christ Child of Detroit Foster Care and/or relative
homes. Services shall be provided in children, relative caregiver
and foster parent homes. The Foster Care Case Worker must adhere to
MDHHS rules and regulations, professional standards and ethical
standards in the delivery of services/supports to all persons
served. Services are performed in ways that assist each child to
achieve permanency. PRINCIPLE AREAS OF RESPONSIBILITIES: Ensure
Foster Care program service delivery is in accordance with
contractual terms, licensing rules, COA standards and agency
policies and procedures. Report any suspected abuse or neglect of a
child in care to DHHS for investigation as required by Public Acts
of 1975, Act. Number 238. File 3200's when necessary (mandated
reporting) and inform administration immediately of any client
abuse or neglect. Complete CWTI Training per contractual
requirements; Candidates who currently possess CWTI training will
be given preferential consideration. Court responsibility as
assigned per contract & complete court reports and dispositions in
a timely manner. Prepare court reports for children, making
routine, quarterly appearances on behalf of all children under
court jurisdiction unless ordered otherwise by appointed
judge/referee. Adhere and follow all case related court orders.
Write the Initial Service Plan Write complete Updated Service Plans
and Permanent Ward Service Plans quarterly including the FANS, CANS
assessment updates. Complete foster care action summaries as
required Ensure that youth 14 and over have Independent Living
skills and are prepared to exit Foster Care Participate in Foster
Care Review Boards Enter all required information into MDHHS
electronic record systems, including but not limited to LMS and
MiSACWIS. Contacts entered within five (5) days. Schedule and
facilitate ongoing progress review meetings and case conferences to
assist the client in meeting goals and objectives of the case plan.
Provide environmental monitoring of all foster homes to ensure
safety Obtain all needed documentation: birth certificates, yearly
well-child exams, dental exams, subsidy entitlements, etc. May be
required to provide case management of initial placements through
the intake process. Coordinates treatment services with appropriate
local, state, or federal agencies and/or community. Collects and
obtains client specific information to assist in moving clients
toward permanency. Responsible for assessing Determination of Care
(DOC) as often as needed. Schedule and attend all FTM and TDM's.
Maintains a flexible work schedule and be available during
nontraditional working hours for supervisory on call purposes.
Maintain client files including filing, updating information, etc.
in accordance with MDHHS Licensing & Contract Compliance standards.
Transport clients as necessary to link services for client and
family. Responsible for coordinating all services pertaining to
intake, schooling, vocational rehabilitation, therapy, medical /
dental, discharge planning, etc. and overseeing client compliance
with these areas. Responsible for On-Call as assigned. Visit no
less than once every month with each child in their foster home.
Visit no less than once quarterly with each biological parent whose
parental rights have not been terminated. Must have face-to-face
contact with each parent/guardian at least once each calendar
month, with a least one contact each quart occurring in the
parent's place of residence. Participate in weekly supervised
parental visits. Participate in monthly face to face supervision
with designated Supervisor. Provides other Agency related duties as
assigned. MINIMUM QUALIFICATIONS AND REQUIREMENTS : Each Foster
Care Caseworker must meet the following criteria: A bachelor's
degree from an accredited college or university in a human
behavioral science, or in another major where 25% of the course
credits earned toward the degree are in human behavioral sciences,
and 4 years of experience as a social service worker, 2 years of
which are in an agency or in a child caring institution, or in an
agency in a child welfare function. Have earned a bachelor's degree
in a qualifying major or a bachelor's degree in any major with at
least 30 semester credits in one or more of the qualifying degrees.

Special Education. Have basic computer skills; proficiency with
Microsoft Word preferred Excellent written and oral communication
and organizations skills. Must have successfully completed Child
Welfare Training Institute (CWTI) requirements including a
competence-based performance evaluation. Training caseloads may be
assigned (once staff has commenced the CWTI Pre-Service Institute
[PSI], under the supervision of an experienced worker, and not to
exceed three cases. Must receive a minimum of 40 hours of CWTI
pre-approved and qualifying in-service training on an annual basis.
(Staff successfully completing the CWTI PSI shall be exempt from
the in-service requirement during the calendar year in which the
staff completed PSI.) If transferring from another children's
services position that has successfully completed the CWTI PSI
training in that program, shall attend and complete CWTI Foster
Care Private Agency Program Specific transfer training within six
months of assuming this position. New caseworkers who possess the
University-based Child Welfare certificate shall be required to
complete program-specific training. The program-specific training
curriculum for Child Welfare certificate holders shall be reviewed
and approved by MDHHS Contract Monitors. Adjusted hours and
extensive travel may be required in executing the duties and
responsibilities of this position, e.g., travel to homes, schools,
vocational settings, hospitals, medical offices, and other
community locations as needed. Extensive scheduled and
non-scheduled travel is an essential function of this position.
Employees are expected to provide their own transportation.
Maintenance of a valid driver's license, an acceptable driving
record, and vehicle insurance in compliance with State of Michigan
requirements are all continuing conditions of employment. If the
employee must provide alternative forms of transportation, they are
responsible for assuring that the alternative form of
transportation complies with these directives.
